Quite a striking bit of calligraphic artwork in the former-Lenin-museum

In the unlikely event that any of my readers can read calligraphed Arabic, I'd be quite interested to know what the text is

The collar looks like a transcript of the head, but even that is a bit horrid to my rusty eyes. But it might just be something like "the man who walks intelligently on his own path walks together towards the right goal". If something like that turns out to be a quotation from some famous communist I shall be delighted.
