Honestly, I expect they've just been kicking around some ideas in a board meeting and decided to do so in the press, it being silly season and them likely to get coverage which wouldn't be all 'big ugly coal trying to crush everything else'. They say very explicitly 'if government gives subsidies', which basically means the government should be careful not to write a blank cheque for biomass burners at any scale.

The UK government is examining the support scheme for large-scale renewables at present, but I don't think they are considering anything so... ill-considered.
